It is central to the Ministry's strategic planning system. 6 Introduction The National Police Plan assigns major tasks for each of the Deputy Ministers and independent departments to complete during the next two years according to the National Police Strategy. Each of these organizations is responsible for preparing operational plans necessary to implement these major tasks. A chart depicting the planning sequence and the inter-relationship between the documents and processes within that sequence is contained at Annex A. Over the next two years, implementation will be critical to improving the effectiveness of the Afghan National Police four main pillars, enabling forces, and the two sub-pillars. For this reason, quarterly progress reports as directed by Annex B are required of each of the Deputy Ministers and independent departments to be submitted to the Minister. These reports will focus on assigned major tasks. They will include the operational plans as they are developed, indicate progress, address problems, and make recommendations. As appropriate, quarterly and related reporting will be shared with the International Community. Successful implementation of these operational plans will facilitate transition to Capability Milestone One (CM1) under the Ministerial Development Plan (MDP). National Police Strategy The Afghan National Police Strategy provides strategic guidance for the continued development of the operational capability of the Ministry in order to meet current and future challenges relating to the stabilization and security of our Nation. The National Police Strategy specifies objectives for continued development of the police, law enforcement activities, and associated systems. 7 Threats and Risks The nature of the threats to the internal security of Afghanistan has changed significantly over the last five years. This has altered the balance of police missions and increased daily security requirements. All of these threats have considerable impact on the resources and capabilities of the Afghan National Security Forces (ANSF). There are 34 provinces in Afghanistan with an active police presence. Of those, only 17 are considered to be low-threat provinces without any significant terrorist activity. Five provinces are considered to be medium-threat, with some terrorist activity that can be normally dealt with by local police. Twelve provinces are high-threat areas, where daily combat activities occur involving terrorist forces. There are at least nine districts where actual governmental control is in question. Vision, Mission, and Priorities Minister of Interior s Vision Within five years, the People of Afghanistan will consider their police to be honest, accountable, brave, impartial, and striving to create a secure and lawful society. Our long term vision is that the Afghan National Police will uphold the Constitution of Afghanistan and enforce the prevailing laws of the country in order to protect the rights of all the People of Afghanistan. 8 Afghan National Police Mission The Afghan National Police are primarily responsible for law enforcement. They will work for and with the People to actively fight crime, including terrorism, organized crime, and illegal armed activity; maintain civil order; prevent the cultivation, production, and smuggling of illegal narcotics, and, reduce corruption. The police will protect and extend the sovereignty of the State throughout the country, and protect its borders. Priorities In support of the National interests, the Ministry s priorities for the period Solar Year (SY) ( ) are as follows: 1. Training and Education 2. Develop Police Leadership 3. Anti-Corruption 4. Improve the Living Standards and Working Conditions of the Police 5. Review and Modify the Tashkil 6. 9 Ministerial Objectives and Tasks The Minister of Interior has identified the six priorities for the Afghan National Police and these are described in detail in the National Police Strategy. The National Police Strategy also identifies objectives that support the Minister s priorities. These objectives are expanded in this document, and a number of major tasks assigned to the responsible Deputy Minister for accomplishment. All assigned tasks must commence at the beginning of the two-year period. There are three areas of focus: Focus Area 1: Civilian Policing. As part of the phased stabilization of Afghanistan with the assistance of the International Community, the Afghan National Police are committed to seeking the highest standards in civilian policing in order to guarantee the rights of all Afghan citizens under the Constitution. Civilian policing is a crucial strategic concept that is based on intelligence-led, proactive, communitybased collaboration (see Additional Tasks). Civilian policing requires greater accountability of the police, greater involvement of citizens, and greater concern for human rights. Focus Area 2: Institutional Reform. The Institutional Reform Working Group (IRWG) has been formed with the participation of Ministry representatives and experts from the International Community to better execute the Ministry s strategic intent, priorities, and objectives. This process will improve the effectiveness of the Ministry and professionalize the Afghan National Police. Ministerial Functions and Responsibilities The MoI forms part of the Government and Executive Power of GIRoA and it is run in accordance with the Afghan constitution, with due regard for Afghan national Police Law and all other regulations managing performance and the activities of the MoI. Senior members of the MoI also comply with all other applicable laws regarding the conduct and responsibilities of their duties. The focus of this training and education should be on core police operations based on community policing, the Afghan National Police code of conduct, the detection and prevention of crime, ensuring security and public safety, adherence to core values, and protecting public property. Most of the current personnel issues being faced by the police can be attributed to low morale as a result of poor living conditions, low salaries, threats to their security, and high death rates. 4.1 Objective 1: Establish a committee to assess this issue, estimate the costs of an incentives program, and recommend other ways of improving the living standards of the Afghan National Police and their families. This committee will develop a five-year operational plan based on its assessment and recommendations for consideration by Ministry leadership.
